About Freedom Transit

The Washington County Transportation Authority was created by the Washington County Commissioners in April of 2001. The organization was brought into being for the specific purpose of directing and managing the human service transportation programs which were previously overseen by the County’s Department of Human Services and managed by a private broker.

As part of a statewide initiative to consolidate public transportation agencies to reduce costs, eliminate duplication, improve service, and operate more efficiently, the Washington County Transportation Authority (formerly Washington Rides) combined with Washington City Transit, a fixed route transit system on July 1, 2015.  Washington City Transit was previously managed by a department of the City of Washington.

The combined transit agency now operates under the name Freedom Transit. The mission of Freedom Transit is to promote and provide high quality, cost-effective transportation to the citizens of Washington County and surrounding areas as appropriate, especially older adults, persons with disabilities, veterans, and economically disadvantaged individuals, including those on Medical Assistance.

The organization is governed by a seven-member Board of Directors who are appointed by the Washington County Commissioners.

Freedom Transit’s public transit services are available thanks to the generous financial assistance of the following supporters:  PA Department of Transportation (PennDOT); Federal Transit Administration (FTA); County of Washington; the City of Washington; East Washington Borough; Canonsburg Borough and the Township of South Strabane.

Freedom Transit is classified as a “non-operating” agency. Through state, federal and local grants, the agency secures public transit vehicles, related equipment and amenities and administers the public transit services through the Washington County Transportation Authority. The organization subcontracts with private transportation providers to maintain the vehicles and provide the public transit services.

Currently, Freedom Transit provides over 210,000 shared-ride/paratransit trips and over 80,000 fixed route trips annually.
