About Freedom Transit

The Washington County Transportation Authority was established by the Washington County Commissioners in April of 2001. The organization was formed to direct and manage the human service transportation programs, which were previously overseen by the County’s Department of Human Services and managed by a private broker.

As part of a statewide initiative to consolidate public transportation agencies to reduce costs, eliminate duplication, improve service, and operate more efficiently, the Washington County Transportation Authority (formerly Washington Rides) combined with Washington City Transit, a fixed route transit system on July 1, 2015. Washington City Transit was previously managed by a department of the City of Washington.

The combined transit agency now operates as Freedom Transit. The mission of Freedom Transit is to connect people who live, work, learn, and play in Washington County and surrounding areas by providing high-quality, accessible public transportation services. Freedom Transit is governed by a seven-member Board of Directors who are appointed by the Washington County Commissioners.

Freedom Transit's public transit services are available thanks to the generous financial assistance of the following supporters: PA Department of Transportation (PennDOT), Federal Transit Administration (FTA), County of Washington, City of Washington, Chartiers, Peters, and South Strabane Townships, Canonsburg, East Washington, and Houston Boroughs.

Freedom Transit is classified as a “non-operating” agency. Through federal, state, and local grants, the agency secures public transit vehicles, related equipment, and amenities. Public transit services are administered through the Washington County Transportation Authority. The organization subcontracts with private transportation providers to maintain the vehicles and provide the public transit services.

Currently, Freedom Transit provides 150,000 shared ride/paratransit trips and 100,000 fixed route trips annually.
